New York State of Health

What is New York State of Health?
  • A major component of the federal Patient Protection and Affordable Care Act (PPACA), New York State of Health is the official health plan marketplace for New York. It is an online marketplace that offers New Yorkers a gateway to affordable healthcare.
  • By visiting individuals, families and small business owners (2-50 employees) can see what health plans are offered to them. The marketplace makes it easy to compare plans and pick the plan that is right for you.
What kinds of plans are offered on the NY State of Health Marketplace?
  • All health plans offered by NY State of Health are licensed and approved by New York State. These plans are called Qualified Health Plans.
  • Individuals and families can also apply for public programs such as Medicaid and Child Health Plus through the Marketplace. Eligibility for these plans depends on household income.
When can I enroll in these plans?
  • The Marketplace opened October 1, 2013 and enrollment goes until March 31, 2014.
  • Coverage starts as soon January 1, 2014 if an individual is enrolled in a plan by December 15, 2013.
  • Coverage goes into effect the first day of the next month if enrollment is completed by the 15th of the previous month. If enrollment is completed after the 15th of a month, coverage goes into effect the first day of the month after next.
    • For example: If you enroll in a plan on January 10, 2014, coverage will start February 1, 2014. But if you enroll in a plan January 30, 2014, coverage will start March 1, 2014.
  • Once the enrollment period ends, individuals cannot enroll in a plan on the Marketplace unless there is qualifying event (i.e. lose health coverage, get married, move into the state etc.). In this case there will be a special open enrollment period for the individual.
Can I get help paying for my plan?
  • One way the Marketplace can help pay for insurance is through tax credits.
  • If your household income is at or below 400 percent of the federal poverty level ($45,960 for individuals, $62,040 for a family of 2, $78,120 for a family of 3 and $94,200 for a family of four),  you will likely qualify for financial assistance, called a tax credit that reduces the amount you pay each month.
  • NY State of Health will tell you if you qualify for assistance and what the amount is when you apply for coverage.
  • Download the Tax Credit and Premium Estimator on the NY State of Health website to get an idea of how much your coverage will cost and if you might qualify for a tax credit.
